Technical Management
Our technical management is committed to maintain the vessels in its fleet in full compliance with international conventions of the IMO, conventions of International Labour Organizations, Flag State control. Classification Societies and Port State control. All our activities are underpinned by the quality standards of the ISM Code. The Pacific Naval fleet is managed to the required high technical standards within the agreed necessary financial budget limits for each vessel. Routine day-to-day fleet performance, maintenance and running costs are effectively controlled. The above objectives cannot be successfully achieved without reliable ship to shore communication systems and Sea Management operates a highly efficient user friendly and cost effective shore to ship and ship to shore communication network in its ship management operations. In addition to the above Pacific Naval are ready to provide full technical management in cases as follows:

Pre-purchase ships condition survey and inspection

Pre-dry dock inspection and preparation of repair specification
Negotiations with ship repair yards
Dry dock repair supervision
Ascertainment of damage to the ship hull structural elements and machinery
Supervision of damage repair afloat and in the dry dock
Support of Hull & Machinery damage claims
Supply of spare parts both new direct from manufacturers & where requested reconditioned equipment

Commercial Management
Pacific Naval provides round the clock commercial management for a diverse range of vessel types via its wide-spread network.

Crewing
As good quality crews, and their day to day management are central to the successful management of a vessel, Sea Management takes it's responsibilities in this area very seriously.

The Company's shore based management closely monitors all revisions and changes in statutory requirements relating to maritime matters with specific regard to safety, environment protection, and pollution prevention. All changes affecting vessels & crews are then immediately passed on and changes in procedures are noted in manuals & documentation. Follow up procedures ensure then that new standards are maintained. Regular reviews are held with regards to Safety and Management Systems and to update Company manuals accordingly. Non conformity reports are also closely monitored and corrective steps are taken to ensure non repetition of incidents. Strict adherence is also paid to the International Convention STCW-95. Sea Management crews are provided with the correct certification to document their training and skills.

Sea Management is no longer restricted to just providing crew manning services to the Sea Management managed vessels. It is the Company's policy to expand third party crewing business since the pool of qualified and experienced seafarers from the FSU is a relatively untapped source of skilled mariners. We have experience in the selection of seafarers for the following types of vessels:

Dry cargo vessels

Container vessels
Passenger cruise vessels
Bulkers

These include stringent checks that verify the employment history, certification and medical records of all applicants. There is a programme of cadet training which sources new maritime talent from the top academies in St Petersburg and Odessa. The new recruits having graduated then gain "on the job training" and sea time experience on the Company's managed vessels. The success of maintaining a stable ship's crew is a necessary prerequisite to maintaining a vessels operational efficiency. Sea Management's success in keeping hold of it's high quality seafaring workforce in competition with other employers is partly due to it's highly focussed policies on employee personal development in order to ensure that each individual employee can see the way forward for promotion and progression of his or her professional status. Sea Management's employment policies also strongly focus on crew welfare concerns which are also an important way of underpinning employee loyalty of all maritime staff.

The essential essence of Sea Management's crewing policy is to customise crew supply packages that are tailored specifically to the needs of the client shipowner. Crews can be supplied as an integrated part of a total vessel management package with the crew remaining the employees of Sea Management. Alternatively whole ships crew or just individual crew members can be supplied as a stand alone resource in situations where the shipowner wishes to be the employer. Ensuring that clients have access to sufficient trained and motivated crew is a constant challenge which Sea Management meets through recruiting, training, motivating and training the best sea staff. Sea Management has in place the necessary Collective Bargaining Agreements with the major seafarers unions that are affiliated to the ITF. The company considers that having close well maintained relationships with the crewing trade unions is an essential element of their ship management strategy.

Chartering / Brokering
Pacific Naval is now using its wide base of knowledge and contacts to increase its mark in the world of brokering and chartering by utilising extensive experience, market intelligence and broad negotiating skills. As a ship management and technical management company our understanding of market values is faultless. This proficiency helps us maintain a healthy relationship with our clients. Flag State Management
From an international perspective, we can offer Flag State Representation as part of a full Crew Management. Utilising our wealth of experience and knowledge of Flag requirements and international regulations, we provide advice, guidance and recommendations, ensuring maximum benefit for the owner/client, regardless of Nationality or Registry

At pacific Naval we can offer the following Flag State Management Services: Maintenance of current crew lists for each Vessel Application for requisite Flag State Endorsements and Licenses Circulation to owners and vessels of all new and amended copies of Manx Shipping Notices and Government Circulars Prompt conveyance of all certificates, accounts invoices and survey correspondence to Owners/Agents requirements Co-ordination during the initial registration process of all application documentation Liaison with relevant Manning Agencies in the matter of endorsements for non-British Officers

Finance
Pacific Naval Financial was established in May 2001 to co-ordinate the provision of various financial services to in-house clients and third party ship owners.

These services are based on the group's close relationships with many of the leading ship finance banks built up over a number of years - relationships which have encompassed a broad range of financing and re-financing activities varying from traditional mortgage based loans to cross border tax lease structures. The Company in the last year has very successfully acted as a catalyst in bringing together investors and leading financial lending institutions to put together attractive, and creative vessel purchasing packages for prospective shipowners, enabling a number of vessel sales to go through of good quality dry cargo vessels.
